I was looking around for a tutorial on how to make these bags and couldn't find one. Found many photos of them from different sources, Martha Stewart, Stampin' Up!, etc. but none that told me step by step, so thought as I made one I would take photos and share them with you. Rather I should say, I asked hubby to take photos and he graciously agree.
This is what the Broom Treat Bag looks like when it's done.
Here are the step by step instructions to make one.
1. You'll need: 2 Paper Lunch Bags; I Dowel; Chocolate Chip/Brown Ribbon; Paper Wire or Black Hemp Twine.
2. To one of you bags, fold it, cut to the size you want and set aside. To the other bag, also folded, cut strips starting on the opening side all the way up where the bottom begins as shown below.
3. Next open the bag and extend the slits as close to the bottom as you can as shown below.
4. Set this bag aside and grab your dowel and Chocolate Chip Grosgrain Ribbon. Wrap Ribbon around dowel and secure it with glue dots or glue.
5. Grab your first bag, cut a few fringes on the top, fill it up with candy and/or toys and add a dowel. Set it aside.
6. Grab the second bag, the one you cut slits all the way down to the bottom, and set it on your table opened with strips extended out, as shown below.
7. Place the filled bag inside the second bag, as shown below.
8. Gather the strips up and around the filled bag and tie it with the Paper Wire or Black Hemp Twine, as shown below.
9. Trim any long strips and you're done with the broom!
10. The last step is to add a tag or any type of decoration you'd like. You can see how I finished mine at this post - Cupcake Fun and Broom Treat Bag
Feel free to email me if you have any questions!

Now i call that pure improvisation.
